As the founder and former president of the MSU German Club, I can safely say that although events are organized by the university and its students, anyone is welcome (and they do actually get people from the community coming in some times, including high schoolers). The two kinds of events that I can highly recommend are Kaffeestunde (where students meet at Espresso Royale on Grand River Ave once a week to practice their German for about an hour) and the German Club's Spielabend (where the pressure is taken completely off, as we play simple games in German, such as Guess Who, Scrabble, Monopoly, Settlers of Catan, etc). If you don't think your German is good enough to practice with university students, stop worrying. Just try it out once and see how it goes. I think you'll find that no one really cares how good your German is and others will just be grateful to have a friendly, fellow learner to practice with.
